Public Service Programme

The Public Service Programme was established by the Botswana National Productivity Centre in order to focus on performance improvement in the public sector. The main function of the programme at the time was to focus on consulting and training in the public service as a result of public outcry on service delivery from public servants. With time, provision of the services was extended to include non-governmental organisations; parastals and private organisations. This is done in conjunction with the Entreprise Support Programme, which was created to deal specifically with the private sector interventions.

This mandate is directly linked to Botswana's Visions 2016 where Botswana aspires to attain a prosperous, productive, and innovative status by the year 2016. Attainment of this economic pillar of the national Vision 2016 will, in part, be driven by the national strategy of Public Service Reform - reforms that will embrace privatisation, decentralisation, computerisation and continuous productivity improvement. The result of the reform is expected to be an effective and efficient public service that consistently delivers quality service to meet stakeholder expectations and represent value for money. This is premised on the fact that services provided to the public by public servants have been paid for in advance through taxes, while in the private sector services and products are paid for on delivery.

In 1997 Government introduced an Integrated Performance Management System (PMS) throughout the public service with a view to significantly improve service delivery. BNPC was contracted to deliver the PMS installation.

The Public Service Programme Goals and Objectives

The intention of the BNPC is to systematically install Performance Management Systems (PMS) - with its technical components - to enable the public service to adopt sustainable performance improvement initiatives that service a variety of stakeholder needs and expectations.

PMS Installation

The PMS installation covers training and equipping institutions on the following modules which are preceded by a situation analysis or organisation diagnosis:

  1. Role Clarity
  2. Current Reality
  3. Desired future
  4. Annual Performance Plans
  5. Performance Measurement

Installation of PMS requires support service in terms of coaching on the product which the BNPC continues to assist institutions in which PMS and other products have been installed. The Public Service Programme also offers the following programmes:

  1. The Balanced Scorecard
  2. Team Building
  3. Facilitation Skills
  4. Kaizen
  5. 5S
  6. Strategic Planning
  7. Change Management

These programmes are offered either as in-house and public programmes.
